Replaces terminology of "mental retardation" and "retarded" with "intellectual disability" and "intellectually disabled" throughout Florida Statutes.

Substitutes the Arc of Florida for the Association for Retarded Citizens in statutory references to organizations serving individuals with developmental disabilities.

Clarifies that the new terminology regarding intellectual disability has the same meaning and legal effect as the previous terminology for purposes of criminal law, court procedures, and death penalty cases.

Reorganizes and revises definitions in section 393.063 relating to developmental disabilities while maintaining existing legal standards and criteria.

Becomes effective July 1, 2012, with legislative intent that the act does not expand or contract the scope of any statutory provision.
