Revises chiropractic faculty certificate requirements to allow individuals performing research or holding part-time appointments (previously required full-time appointments only) at accredited chiropractic colleges or state universities.

Changes board approval of continuing education courses sponsored by chiropractic colleges from mandatory ("shall") to discretionary ("may") and prohibits approval of courses consisting of instruction in specific company brands of products or services.

Requires applicants for chiropractic licensure to pass the National Board of Chiropractic Examiners Parts I, II, III, IV and the physiotherapy examination (adds Part IV and physiotherapy exam requirement).

Establishes that patient funds or property valued over $501 must be preserved separately and limits advances for examination or treatment costs to $1,500 maximum.

Expands entities authorized to employ chiropractic physicians to include limited liability companies, limited partnerships, professional associations, health maintenance organizations, prepaid health clinics, and allows surviving spouses or adult children of deceased physicians to hold ownership interests; permits authorized employers to control patient records, pricing policies, and office personnel decisions.
