Adds $100 fine for first offense, $500 for second offense, and $1,000 for third or subsequent offense for knowingly driving with canceled, suspended, or revoked license, payable before vehicle release from impoundment or immobilization.

Distributes collected fines as follows: for violations within municipalities, 40% to municipality, 40% to county, and 20% to towing/storage agency; for violations outside municipalities, 80% to county and 20% to towing/storage agency.

Changes knowingly driving with suspended, revoked, or canceled license from criminal misdemeanor/felony penalties to moving violation with mandatory vehicle immobilization or impoundment upon citation issuance.

Simplifies vehicle impoundment procedures by requiring law enforcement to immediately immobilize or impound the vehicle upon citation for violations under section 322.34(2), rather than requiring the arresting officer to determine multiple conditions beforehand.

Allows vehicle retrieval after payment of applicable fines and presentation of valid driver license, proof of vehicle ownership or authorization, and proof of insurance; if not retrieved within 35 days, a lien is placed on the vehicle.
