Requires operators of mobile home parks, lodging parks, recreational vehicle parks, and recreational camps to obtain an annual operating permit from the Department of Health, with fees ranging from $3.50 to $6.50 per space (maximum $600, minimum $50).

Establishes that permits are non-transferable and cannot be renewed if the operator has outstanding fines in final-order status; new owners/lessees must apply for a permit within 30 days of sale or transfer.

Makes it a second-degree misdemeanor for park operators to operate without a permit, refuse to pay permit fees, or fail to comply with the chapter; and for guests to remain in a park after being requested to leave by the operator.

Fixes separation and setback distances for recreational vehicles at the distances established when the park initially received departmental and local government approval, and repeals prior regulations on posted site rates.

Removes the requirement that guest registers be available for department inspection at any time, and clarifies that unclaimed property held for 90 days may be disposed of by the park, with titled property handled under chapter 715.
