Adds new basis for court jurisdiction allowing persons to submit to Florida courts by entering contracts that designate Florida law and contain a provision agreeing to submit to Florida court jurisdiction.

Expands definition of "foreign judgment" to include any judgment entitled to full faith and credit in Florida, rather than limiting it to judgments from other U.S. states.

Modifies arbitration rules to allow arbitral tribunals to consider interim measures for evidence preservation under standards they deem appropriate, rather than strict proof requirements.

Removes restriction preventing Florida courts from exercising jurisdiction over contracts where all parties are non-Florida residents or entities, as long as the contract meets other statutory requirements.

Changes effective dates for choice of law and jurisdiction provisions from June 27, 1989 to July 1, 2012.
