Removes prohibition that prevented children eligible for coverage under a state health benefit plan from receiving Florida Kidcare program services, allowing such children to enroll in subsidized program components.

Revises eligibility requirements by renumbering and reorganizing subsection (4) to clarify which children are ineligible for Title XXI-funded premium assistance, including children with employer coverage costing less than 5 percent of family income and children who recently canceled private coverage without good cause.

Updates clinical screening requirement for Children's Medical Services Network enrollment to be completed during the application process as part of eligibility determination.

Modifies language throughout section 409.814 for grammatical clarity, including changing "shall" to "is" and "be" in appropriate contexts, and replacing conditional phrases like "when subsequently" with "if enrolled."
