Expands early voting locations to include city halls, public libraries, courthouses, places of worship, civic centers, convention centers, community centers, county government centers, conference centers, community colleges, universities, colleges, fairgrounds, and other supervisor-designated locations meeting state requirements.

Removes the requirement that branch offices must be permanent facilities designated and used for early voting for at least 1 year prior to an election.

Requires each county to operate either the same total number of early voting sites used in the 2008 general election, or one site plus one additional site for every complete set of 65,000 registered voters as of July 1 of each general election year, whichever is greater.

Changes early voting period to begin on the 15th day before a general election and end on the 2nd day before the election (or 8th to 2nd day for special elections), with 12 hours per weekday and 12 hours aggregate on weekends at each site, opening no sooner than 7 a.m. and closing no later than 7 p.m.

Eliminates supervisor discretion to provide early voting for non-state or non-federal elections and to determine hours of operation for those elections.
