Extends education and training vouchers or grants for matriculation fees to local government employees (law enforcement officers, correctional officers, firefighters, and emergency medical technicians/paramedics), in addition to state employees.

Authorizes local government employees to take paid time off during working hours for work-related training and career development when evening/weekend programs are unavailable.

Allows local government agency heads to require employees to reimburse training costs exceeding $1,000 if the employee voluntarily terminates or is discharged for cause within 4 years of completing the training.

Expands fee waiver benefits at state universities and Florida College System institutions to allow state and local government employees to enroll in up to 6 credit hours of courses per term on a space-available basis.

Takes effect July 1, 2012.
