Establishes the "Buy Florida Act" to grant preference to vendors with principal places of business within Florida when awarding state contracts for printing, personal property, and services.

Requires a 5 percent preference for in-state vendors when the lowest bid comes from an out-of-state vendor and printing can be performed in-state at comparable quality.

Changes preference for personal property purchases from discretionary ("may") to mandatory ("shall"), with a 5 percent preference when the lowest bid is from a state that does not grant reciprocal preferences to Florida vendors.

Expands applicability to universities, colleges, and certain political subdivisions while excluding counties and municipalities from preference requirements.

Allows Florida-based vendors to serve as authorized resellers of information technology commodities from state contractors if they maintain ISO 9001 certification or equivalent and provide comparable warranties, effective for contracts renewed after July 1, 2012.
