Allows persons substantially affected by minimum flow, level, or recovery strategy changes in adjoining water management districts to request a preliminary Department of Environmental Protection review within 21 days of proposed rulemaking notice, suspending rulemaking timeframes for 30 days.

Permits water management districts to designate a single affected district to conduct cross-boundary resource management activities and requires that districts providing funding assistance for activities receive some or all of the benefits.

Requires districts to apply minimum flows, levels, and recovery or prevention strategies adopted by adjoining districts after July 1, 2012, when determining effects of proposed consumptive water uses, with exceptions for permits issued before that date.

Authorizes a water management district's governing board to provide group health insurance for employees of another water management district using the same provisions as other public employees.

Removes the geographic limitation specific to the Southwest Florida Water Management District in regional water supply planning and exempts cooperative funding programs from rulemaking requirements under chapter 120.
