Creates Section 381.04016 establishing duties and legislative intent for the Office of Minority Health in the Department of Health to address racial and ethnic health disparities.

Requires the Office of Minority Health to develop a statewide minority health plan, administer funds for reducing health disparities, organize an interagency Committee for Minority Health, and submit annual policy recommendations to the Governor and Legislature by January 15.

Directs the Office to work with medical schools on cultural competency training, promote minority health research and clinical practice guidelines, and operate a web-based clearinghouse on minority health resources.

Requires the Department of Health, Agency for Health Care Administration, Department of Elderly Affairs, Department of Corrections, and Department of Juvenile Justice to consider minority health issues in annual planning and research proposals.

Mandates that boards and advisory bodies under the Department of Health, Agency for Health Care Administration, or Department of Elderly Affairs seek equal representation of minority men and women who are knowledgeable about minority health diversity issues.
