Amends s. 101.697, F.S. to expand electronic voting methods for overseas voters by adding secure electronic mail as an authorized transmission method.

Requires the Department of State to adopt rules authorizing supervisors of elections to accept absentee ballot requests and voted ballots from overseas voters via secure facsimile, secure electronic mail, or other secure electronic means.

Mandates that rules establish verification of voter identity, security of transmission, and recording of each ballot received.

Removes the requirement that the Department of State first determine whether secure electronic means can be established before authorizing the transmission methods.

Takes effect upon becoming law.
