Defines "publicly owned performing arts center" as a facility with at least 200 seats owned and operated by a county, municipality, or special district that promotes performing, visual, or fine arts.

Makes confidential and exempt from public records disclosure the name, address, or telephone number of any donor or prospective donor to a publicly owned performing arts center if the donor requests anonymity.

Cites public necessity to protect donor identity in order to encourage private donations and prevent chilling effects caused by concerns about identity theft and personal security.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2017, unless the Legislature reenacts it.

Effective date: October 1, 2012.
