Allows vehicle owners to identify another person with care, custody, and control of the vehicle at the time of a violation; that person may then receive a notice of violation and citation instead of the owner.

Exempts deceased vehicle owners from liability for traffic citations if representatives submit a certified death certificate and proof the vehicle was sold, license plate surrendered, or vehicle stolen after the owner's death.

Prohibits citations for right-hand turns at red lights made in careful and prudent manner, and adds same exception for left-hand turns from one-way to one-way streets; citations for turns are issued at officer discretion considering factors like yielding to pedestrians and safety.

Requires jurisdictions to establish minimum yellow light intervals per Institute of Transportation Engineers standards before using traffic infraction detectors; notices must include yellow light duration, and signals must be tested annually and comply with standards by January 1, 2013.

Requires departments and municipalities to submit annual reports to the Department of Transportation comparing month-to-month violations and traffic collisions at intersections with traffic infraction detectors.
