Authorizes the Department of Health to issue emergency orders restricting health care practitioners' licenses to prescribe controlled substances if arrested for, prosecuted for, or committing homicide (chapter 782 violations) or controlled substance-related crimes under state or federal law.

Requires the Department of Health to initiate administrative proceedings under chapter 120 for any emergency restriction order issued under the new provision.

Changes the language in student loan default provisions from "shall not prohibit" to "does not prohibit" regarding departmental disciplinary action, clarifying that producing proof of new payment terms does not prevent further disciplinary proceedings.

Amends bail determination criteria to require courts to consider whether suspension of a professional license or restriction on the ability to practice is necessary to protect the community from unreasonable danger posed by the criminal defendant.

Takes effect July 1, 2012.
