Adds legislative finding that electronic filing of construction plans increases governmental efficiency, reduces costs, and improves permit processing timeliness.

Permits construction plans, drawings, specifications, reports, and related documents to be electronically signed and sealed by licensees in accordance with Florida's electronic signature laws.

Allows electronically signed and sealed documents to be transmitted to building code administrators or building officials for approval when those officials provide electronic filing capabilities.

Effective July 1, 2012.
