Creates the Floridians Back to Work Program within the Division of Workforce Services of the Department of Economic Opportunity to encourage employers to hire unemployed workers and create long-term private-sector employment.

Authorizes wage subsidies of up to $2,000 per hired employee based on retention length: $500 for 30 days, $1,000 for 60 days, $1,500 for 90 days, and $2,000 for 120 days.

Defines "qualified job applicants" as unemployed persons who are currently receiving or have received unemployment compensation within 12 months prior to hire, work at least 30 hours per week, and earned less than $15 per hour in their last job.

Requires the division to adopt rules in consultation with Workforce Florida, Inc. to implement the program and administer federal and state workforce funding through regional workforce boards.

Implementation is contingent upon an appropriation in the General Appropriations Act; effective date is July 1, 2012.
