Extends the carryforward period for unexpended Biomedical Research Trust Fund appropriations from 3 years to 5 years following the effective date of the original appropriation.

Transfers authority to appoint peer review panels from the State Surgeon General to the Department of Health for both the James and Esther King Biomedical Research Program and the William G. "Bill" Bankhead, Jr., and David Coley Cancer Research Program.

Removes public records and public meetings requirements for Biomedical Research Advisory Council and peer review panel meetings.

Exempts grant programs under the council's purview from rulemaking authority under chapter 120 and changes the annual progress report deadline to December 15, with revised content requirements focused on programs under the council's purview.
