Creates "Dexter's Law," establishing a statewide animal abuse registry within the Department of Law Enforcement for persons convicted of animal abuse offenses on or after October 1, 2012.

Requires clerks of court to forward judgment documents, home addresses, and specified information to the Department of Law Enforcement within 45 days of conviction for animal abuse offenses.

Mandates that convicted animal abusers age 18 and older register with the animal abuse registry through their county clerk's office, update registration when moving or annually, and pay a $50 annual administrative fee.

Makes the animal abuse registry publicly available on the Internet and defines "animal abuse offense" to include cruelty to animals, animal fighting, sexual activities with animals, and confinement without food or water.

Establishes first-degree misdemeanor penalties for failing to register, failing to update registration information annually, or failing to pay the annual administrative fee.
