Requires the Department of Environmental Protection to establish a grant program reimbursing local law enforcement agencies for expenses related to collecting and disposing of household pharmaceuticals.

Law enforcement agencies must conduct collection and disposal activities consistent with department rules and applicable state and federal requirements to be eligible for grants.

Imposes an additional $21 surcharge on individuals convicted of violating drug possession or drug paraphernalia statutes (sections 893.13, 893.135, or 893.1351).

Directs $20 of each $21 surcharge to the Department of Revenue for deposit into the Household Pharmaceuticals Collection and Disposal Trust Fund, with the remaining $1 retained by the court clerk as an administrative fee.

Effective July 1, 2012.
