Prohibits athlete agents from offering or furnishing anything of value to student athletes or their relatives before the student completes their last intercollegiate sports contest; violations constitute a third-degree felony if intentional or knowing.

Establishes that agent contracts with student athletes in sports affiliated with national professional sports associations are void if negotiated by limited-license agents, and allows contracts to conform to national sports association-approved forms.

Requires athlete agents to notify the Department of Business and Professional Regulation within 30 days of criminal conviction or decertification by a national professional sports association, with mandatory license revocation upon such notification.
