Repeals sections 860.151 through 860.158 of Florida Statutes, which establish and govern the Florida Motor Vehicle Theft Prevention Authority, including provisions for its short title, purpose, definitions, member compensation, personnel, and powers and duties.

Amends section 713.78 to remove a cross-reference to the repealed section 860.158 regarding deposits of wrecker operator lien filing fees.

Directs that the $2 wrecker operator lien filing fee be deposited into the General Revenue Fund rather than a fund previously established under the repealed statute.

Becomes effective July 1, 2012.
