Restructures section 216.023(4) by renumbering subsections (a)-(j) instead of (a)1-10, eliminating the lettering system while maintaining the same substantive requirements for legislative budget requests.

Deletes the requirement in section 216.023(4)(b) that state agencies and the judicial branch submit detailed annual budget summaries with unit-cost data, including line-item listings, activity units performed, and cost-per-unit calculations.

Removes the automatic 10 percent budget reduction penalty for state agencies that fail to submit the required unit-cost summary reports.

Amends section 216.013(1)(h) to delete the requirement that performance measures identify their associated activities as previously identified in section 216.023(4)(b).

Updates cross-reference in section 489.145(6)(a) from section 216.023(4)(a)9 to section 216.023(4)(i) to reflect the renumbering of budget request requirements.

Effective July 1, 2012.
