Allows former justices or judges who lost reelection or retention after more than 12 years of service to qualify as retired justices or judges for temporary duty assignments.

Prohibits qualification as a retired justice or judge if the former judge has been reprimanded, fined, suspended, or disciplined by the Florida Supreme Court for Code of Judicial Conduct violations or Bar rule violations.

Prohibits qualification if the Judicial Qualifications Commission brought charges that were not dismissed or if the former judge was not exonerated of all charges.

Prohibits assignment to preside over civil cases if any party objects to the assignment.

Exempts retired judges consenting to temporary duty from termination provisions and the 12-month reemployment limitation applicable to other state employees.
