Prohibits employers from disqualifying individuals solely based on prior criminal history when hiring for positions providing personal treatment, counseling, or other services to persons with criminal convictions.

Allows persons with disqualifying criminal records employed by or applying to organizations serving individuals with criminal convictions to apply for exemption from disqualification without waiting periods otherwise required under law.

Applies exemptions to background screening disqualifications under Florida Statutes Chapter 435, regardless of whether offenses are listed in that chapter or other laws.

Takes effect July 1, 2012.
