Amends Florida Statutes section 287.058 to require all state contracts exceeding the CATEGORY TWO threshold amount to include specific provisions for contractual services.

Adds new requirement that all call-center services performed under state contracts must be staffed by persons located within the United States, including services performed by subcontractors.

Reorganizes and renumbers existing contract provisions from subsections (a)-(i) to (a)-(j) to accommodate the new call-center staffing requirement.

Allows state agencies to authorize purchase orders in lieu of written agreements for certain contractual services, provided all required provisions are included in the purchase order or solicitation.

Effective date: July 1, 2012.
