Expands open party restrictions from residences only to all premises under a person's control, and adds new prohibition against providing alcoholic beverages or drugs to minors at open parties.

Defines "open party" as any social gathering (removes "residence" requirement) and redefines "person" as anyone 18 years or older having control of premises where an open party is held.

Prohibits person in control of premises from allowing open party if they know an alcoholic beverage or drug is possessed or consumed by a minor, unless reasonable steps are taken to prevent such possession or consumption.

Makes violation of subsection (2) a second-degree misdemeanor for first offense and first-degree misdemeanor for subsequent offenses; enhances to first-degree misdemeanor if violation causes or contributes to serious bodily injury or death.

Exempts legally protected religious observances or activities involving alcoholic beverages from the section's provisions and effective date of July 1, 2012.
