Creates section 165.0615 establishing a process for qualified electors of independent special districts to convert to municipalities through an elector-initiated referendum, subject to criteria including that the district was created by special act, is elected, provides at least four municipal services, and has no portion within existing municipality boundaries.

Requires petition signatures from at least 40 percent of qualified electors within one year, with county supervisor of elections certifying signatures within 30 business days of submission.

Mandates the independent special district governing body prepare and approve a combined conversion and incorporation plan by resolution within 30 business days of petition verification, including feasibility study, territorial boundaries, asset and liability accounting, and governance structure.

Requires public notice and hearings with at least 7 business days between first advertisement and public hearing, followed by supervisor of elections scheduling referendum; incorporation takes effect upon majority vote without requiring legislative approval.

Prohibits new conversion attempts for 2 years if referendum fails, and amends feasibility study deadlines for municipal incorporation to require submission no later than the first Monday after September 1 preceding the legislative session.
