Revises the definition of "customer-owned renewable generation" to include electricity generation sufficient to serve tenants on the customer's premises, in addition to the customer's own electricity requirements.

Allows customers of public utilities who install customer-owned renewable generation to sell renewable energy to tenants and separately bill them for the electricity sold.

Allows customers of municipal electric utilities and rural electric cooperatives who install customer-owned renewable generation to sell renewable energy to tenants and separately bill them for the electricity sold.

Requires the Florida Public Service Commission to adopt rules administering customer-owned renewable generation and establishing requirements for expedited interconnection and net metering by public utilities.

Requires municipal electric utilities and rural electric cooperatives to file annual reports by April 1 detailing customer participation in interconnection and net metering programs, including the number of systems and total energy net metered.
