Creates the Destination Resort Trust Fund within the Department of Gaming Control to receive licensing fees and gross receipts taxes from destination resorts.

Requires trust fund expenditures to be authorized by legislative appropriation or an approved amendment to the Department of Gaming Control's operating budget under chapter 216, Florida Statutes.

Terminates the trust fund on July 1, 2016, unless terminated sooner, with a required review beforehand under section 215.3206(1) and (2).

Takes effect on the same date that SB 710 or similar legislation becomes law, contingent on enactment by a three-fifths vote of both houses of the Legislature.
