• Prohibits counties and municipalities from requiring state or federal permits as a condition of issuing local development permits, effective July 1, 2012, while allowing them to attach disclaimers and require permits before commencement of work.

• Reduces permit processing time from 90 days to 60 days for Department of Environmental Protection permits and prohibits state agencies from requiring additional permits without explicit statutory authority.

• Extends permit terms to 20 years for solid waste management facilities with leachate control systems and allows 10-year renewal terms for facilities without such systems under specified conditions.

• Authorizes expedited permitting for inland multimodal facilities and commercial/industrial projects creating a minimum number of jobs, with project-specific memoranda of agreement between applicants and agencies.

• Extends building permits and environmental permits expiring between January 1, 2012, and January 1, 2014, for an additional 2 years, subject to written notice by December 31, 2012, and exempts permits in significant noncompliance.
