Proposes constitutional amendment to Section 6 of Article VIII authorizing amendments to Miami-Dade County Home Rule Charter by special law approved by voter referendum.

Requires any bill proposing such a special law to be approved at a local legislative delegation meeting and filed by a delegation member.

Authorizes the Miami-Dade County Home Rule Charter to include fixed term limits for County Commissioners.

Updates constitutional references from "Metropolitan Dade County" and "Dade County" to "Miami-Dade County" to reflect current county name.

Submits the proposed amendment to Florida voters for approval at the next general election or earlier special election authorized by law.
