Creates the Drug-Free Florida Trust Fund within the Executive Office of the Governor as a depository for funds supporting the Drug Free Florida Commission

Establishes alcohol and drug countermeasure fees assessed and collected by courts as the source of revenue for the trust fund

Requires the trust fund to be terminated on July 1, 2016 unless terminated sooner, with a mandatory review before the scheduled termination date

Requires enactment by three-fifths vote of both houses of the Legislature and takes effect contingent upon passage of related legislation (SB ____) in the same legislative session
