Creates the Educational Excellence Endowment Enhancement Fund within the Department of Education's direct-support organization to support education programs from interest generated by endowment investments.

Creates the Juvenile Justice Education and Training Endowment Fund within the Department of Juvenile Justice's direct-support organization to fund job certification, trade programs, college programs, and community reentry training.

Requires transfer of 1.5 percent of Educational Enhancement Trust Fund revenues to the Educational Excellence Endowment Enhancement Fund and 0.5 percent to the Juvenile Justice Education and Training Endowment Fund.

Allocates gaming revenues from the Seminole Tribe Gaming Compact, slot machine taxes, and cardroom taxes to fund both endowments at 1.5 percent and 0.5 percent rates respectively.

Takes effect July 1, 2012.
