Establishes a One-Stop Permitting System by January 1, 2013 through the Department of Economic Opportunity to coordinate state development approvals across participating agencies including Environmental Protection, Transportation, Fish and Wildlife Conservation, and water management districts.

Requires participating agencies to complete review and take final action on one-stop applications within 60 days of submission (or deemed approved if deadline missed), with 20-day deadline for requesting additional information.

Authorizes local governments to adopt ordinances establishing growth enterprise development programs that grant master development approval for manufacturing, processing, or fabrication businesses exporting at least 50 percent of products out-of-state.

Requires each local government to adopt a resolution by January 1, 2013 declaring intent to establish a growth enterprise development program and prohibits abolishing programs within 24 months of establishment.

Repeals the One-Stop Permitting System Grant Program and Quick Permitting County Designation Program; takes effect July 1, 2012.
