Defines "governmental unit" to include the state, counties, municipalities, school districts, Florida college system institutions, and public universities receiving state appropriations.

Defines "facility" as physical improvements to real property owned or leased by a governmental unit, including roads, bridges, buildings, and related structures.

Extends the protest filing period for contract solicitation terms and conditions from 72 hours to 7 days, while maintaining the 72-hour deadline for other contract award protests.
