Amends s. 288.9626 to reorganize public records and meetings exemptions for the Florida Opportunity Fund, removing references to the Institute for the Commercialization of Public Research.

Removes the scheduled repeal date of October 2, 2012 for the Florida Opportunity Fund exemptions under the Open Government Sunset Review Act.

Creates new s. 288.9627 establishing separate public records and meetings exemptions for the Institute for the Commercialization of Public Research, transferring exemptions previously contained in s. 288.9626.

Reduces the confidentiality period for proprietary confidential business information from 10 years to 7 years after termination of investments or financial commitments.

Requires recording and transcription of closed meetings, allows court petitions for release of confidential information (in Orange County for the Fund, or Palm Beach/Alachua County for the Institute), and establishes first-degree misdemeanor penalties for willful violations of the exemptions.
