Transfers a portion of St. Lucie County to Martin County by revising the legal descriptions of both counties' boundaries, with detailed specifications including sections, townships, ranges, and geographic features including the north fork of the St. Lucie River and Howard Creek.

Transfers all public roads and associated rights-of-way located within the transferred area from St. Lucie County jurisdiction to Martin County jurisdiction effective upon the boundary change.

Requires St. Lucie County and Martin County to execute an interlocal agreement by May 1, 2013 that provides a financially feasible plan for transferring services, personnel, and public infrastructure, including compensation for infrastructure investments minus depreciation.

Mandates Martin County to compensate St. Lucie County for lost tax and assessment revenue: 90 percent of fiscal year 2013-2014 revenue in the transferred area, then reducing by 10 percent annually through fiscal year 2022-2023, with additional distributions if actual collections exceed the base amount by more than 3 percent.

Takes effect July 1, 2013 upon approval by majority vote of qualified electors in the transferred area at a referendum conducted by St. Lucie County.
