Removes Florida Communities Trust Fund as a recipient of Florida panther license plate annual use fees, directing all funds to the Florida Panther Research and Management Trust Fund instead.

Exempts individual scuba divers from obtaining individual fishing licenses if the vessel operator carrying them maintains the appropriate vessel license based on passenger capacity and applicable permits.

Reduces the soft-shell blue crab endorsement fee from $250 to $125, removes the 1-year limit on special hunting authorizations under supervision, reduces the soft-shell blue crab endorsement fee, and adds willful molestation of commercial spiny lobster traps as a third-degree felony to the Criminal Punishment Code.
