Requires district school boards to increase joint-use agreements with local governments or private organizations for shared use of outdoor recreation and sports facilities.

Mandates district school boards to develop appeal procedures allowing parties to appeal to the superintendent when joint-use agreement negotiations fail.

Requires district school boards to submit copies of adopted public access policies or joint-use agreements to the Department of Education within 30 days of adoption.

Provides liability immunity for district school boards operating under public access policies or joint-use agreements, except in cases of gross negligence or intentional misconduct, and defines gross negligence as intentional failure to perform a manifest duty in reckless disregard of consequences.
