Creates a waiver of standard motor vehicle registration and license plate fees for one vehicle per active member of the United States Armed Forces stationed or assigned to a foreign nation who is a Florida resident.

Requires applicants to provide proof of eligibility to receive the waived registration and license plate at no charge.

Requires applicable fees to be paid for any additional motor vehicle registrations, license plates, personalized prestige plates, or specialty plates beyond the first waived registration.

Allows eligible applicants to apply for specialty license plates under s. 320.08056 upon payment of required fees, with all other fees waived as specified in the statute.

Effective date: July 1, 2012.
