Requires professional sports facilities receiving state financial assistance to operate as homeless shelter sites in accordance with locally existing homeless shelter programs, except when contractually obligated for specific events.

Mandates county commissions establish a local homeless coalition under s. 420.623 if no local homeless program exists in the county where the facility is located.

Requires the professional sports franchise and county to document to the Auditor General by January 1, 2013 that a homeless shelter has operated at the facility from the effective date of their contract.

Mandates the county and professional sports franchise refund all state financial assistance by December 31, 2012 if they cannot demonstrate continuous homeless shelter operation from the contract's effective date through July 1, 2012.

Imposes a monthly fine equal to 150 percent of any state financial assistance received if the Auditor General determines after January 1, 2013 that a homeless shelter is not operating at the facility, continuing until shelter operations begin.
