Creates the "Animal Rescue Act" requiring animal control agencies and shelters that euthanize animals to maintain a registry of rescue groups willing to accept animals scheduled for euthanization.

Establishes eligibility requirements for rescue groups on the euthanization registry, including 501(c)(3) nonprofit status as preferred but not mandatory, and allows agencies to reject applicants with animal cruelty convictions or pending charges.

Prohibits euthanization of animals until agencies make reasonable attempts to notify all eligible rescue groups on the registry at least 24 hours in advance, and rescue groups have 2 business days to take possession of offered animals.

Requires minimum 3-day holding period for healthy animals before euthanization, running concurrently with any local ordinance requirements, with exceptions for irremediably suffering animals and dangerous dogs.

Mandates animal control agencies and shelters provide monthly and annual public summaries of animals impounded, adopted, euthanized, returned to owners, transferred, or remaining in custody, organized by species type.
