Revises legislative intent to encourage use of mitigation banks and other mitigation options satisfying state and federal requirements for transportation projects.

Allows Department of Transportation and transportation authorities to voluntarily participate in the mitigation program and submit lists of projects in adopted work programs to water management districts.

Requires mitigation plans to be submitted to and approved by the Department of Environmental Protection before implementation.

Establishes criteria for determining which transportation projects to include or exclude from mitigation plans, including investigation of cost-effectiveness of private mitigation bank credits.

Limits governmental entities' ability to create or provide mitigation for projects other than their own, with exceptions for transportation projects, mining activities, and mitigation established before December 31, 2011.
