Prohibits professional sports franchises using publicly-funded facilities from blocking television or radio broadcasts of games due to insufficient ticket sales

Applies to franchises using facilities receiving public funding under Florida Statutes section 212.20(6)(d)6. or their league

Imposes a $125,000 fine per violation assessed by the county where the facility is located, payable before the franchise's first regular season game the following season

Requires fine proceeds be used exclusively to purchase game tickets for foster children and families, nonprofit youth organizations, and servicemembers on leave from combat zones and their families

Takes effect July 1, 2012
