CS for CS for CS for SB 842 - Growth Management

• Allows local governments to retain charter provisions for initiative and referendum processes on comprehensive plan amendments that were in effect as of June 1, 2011.

• Requires local planning agencies to periodically evaluate and appraise comprehensive plans and bases population projections on Office of Economic and Demographic Research publications rather than University of Florida data.

• Exempts certain municipalities from public school interlocal agreement requirements if they issue fewer than 50 residential units in 5 years, generate fewer than 25 school students, have no public schools, and have 80% of developable land built upon.

• Revises school concurrency requirements to allow implementation within other jurisdictions even if some municipalities choose not to adopt concurrency, provided participating jurisdictions represent at least 80% of countywide population.

• Eliminates deadlines for entry of final orders in administrative challenges to comprehensive plans and replaces them with expeditious timelines under general administrative procedure law.
