Creates electronic notification service requiring Department of Highway Safety and Motor Vehicles to notify parents/guardians of drivers under 18 when traffic convictions, license suspensions/revocations, or at-fault crashes are added to the minor's driving record.

Notifications delivered electronically via email or text message as requested by the parent or guardian, and discontinued upon request or when the driver turns 18.

Charges a one-time $5 fee per parent or guardian application to cover administrative costs, with excess revenues dedicated to teenage safe driving promotion programs.

Department authorized to adopt rules necessary to administer the notification service and prescribe application forms.

Effective October 1, 2012.
