Requires clerks of court to electronically time stamp all papers and electronic filings when filed, and store them in association with related case files.

Authorizes county recorders to remove sealed or expunged court documents from Official Records pursuant to sealing or expunction orders.

Increases the threshold amount for automatic refund of overpayments from $5 to $10, with refunds only required for amounts exceeding $10 unless a written request is made.

Establishes a new section providing state attorneys, public defenders, guardians ad litem, and other specified state officials with free access to and copies of public records from clerks, including exempt or confidential records when authorized by law.

Authorizes electronic proof of publication affidavits in addition to paper affidavits, provided notarization complies with statutory requirements.

Exempts specified traffic violation penalties distributed to counties and municipalities under sections 316.0083 and 318.18 from being deposited into the clerk's Public Records Modernization Trust Fund.

Authorizes clerks to refund nonrefundable tax deed sale deposits to high bidders when property is redeemed prior to the clerk receiving full payment for tax deed issuance.
