Requires persons discovering contamination during site rehabilitation to notify the Department of Environmental Protection within 10 days and provide specific information including property location, affected property owners, contaminant sampling data, and vicinity maps.

Expands the Department's notice responsibilities to include local government officials, state legislators, school district superintendents, and property owners within 500-foot radius (for certain rehabilitation types) or 250-foot radius (for others) of contamination discovery sites.

Mandates that school district superintendents and private K-12 school or child care facility officials provide annual notice to teachers and parents or guardians of students about contamination during site rehabilitation periods.

Requires local governments to notify homeowners' associations and neighborhood associations within potentially affected areas within 30 days of receiving notice from the Department.

Authorizes the Department to recover notification costs (postage, materials, labor) from responsible parties, except for sites eligible for state-funded cleanup under specified risk-based corrective action provisions.
