Expands Division of Historical Resources authority to issue permits for excavation and surface reconnaissance on land owned by political subdivisions, in addition to state-owned land and designated archaeological landmarks.

Extends prohibitions on unauthorized archaeological activities to include land owned by political subdivisions, with violations remaining a first-degree misdemeanor for non-excavation activities and third-degree felony for excavation activities.

Authorizes the division to impose administrative fines up to $500 per day and seek injunctive relief against persons or entities conducting unauthorized archaeological activities on political subdivision land.

Exempts certified local governments with approved archaeological ordinances from state permit requirements and prohibitions under the bill.

Takes effect July 1, 2012.
